In a country like Pakistan where literacy rate is very low any such effort to promote education may not be ignored. In Islam, education is given prime importance it is obligatory for every Muslim woman and man. Our responsibility to organize educational facilities for every individual according to his / her potential and needs becomes our moral and religious duty being a Muslim country.
Thus society and government in particular have to make long-term measures for amelioration of the people with handicaps, who if neglected and deprived of the right to education and rehabilitation ultimately become a tiring burden on economy. Many researches have proved that people having disability can successfully participate in the economic, educational and cultural/social activities, if they are provided proper education and training along-with their normal peers.
Social inclusion or inclusion of people having special needs in the society is the prime purpose of Dewa University. To achieve this university will be open to all the students on merits with or without disability. For anyone with a disability or a specific learning difficulty or who experience difficulties having special needs, their participation along-with their normal peers in all aspects of curricular and co-curricular activities will be encouraged. This will promote social interaction, positive attitudes and awareness among masses and ultimately harmonize the situation of differentiating special education and education as a separate discipline.
Teaching of Islam, the dominant religion of the country, clearly support the idea of inclusive education.
The society does not have any negative attitude towards IE.
The parents of children without disability are willing to include children with disability in ordinary schools
Special education graduates are in sufficient number to play their professional role.
The Ministry of Special Education is all out to help the Ministry of Education by extending technical and professional support.
The international organizations are also willing to help MOE.
Inspite of all good intensions, initiatives and spending the enrollment rate of children with disabilities cannot go beyond 4%. In other words, 96% school age children with disabilities have no access to school. They remain invisible and marginalized in all educational planning.
The estimated cost of special education is Rs.29,000/- per child per year as compared to Rs.3433/- per child per year studying in ordinary school in Pakistan.
The enrollment ratio cannot be increased unless the primary schools at the doorstep of these children are made open and welcoming through inclusive approach as it is not possible to open special schools at all locations.
The drop out rate at primary level is about 40% because of rigid admission policy, curricula and assessment procedures.
The school tends to see and remains happy with uniformity rather than diversity. It needs substantial improvement to cater for the diversified needs of all children.
New policy for persons with disabilities 2002 does show a commitment for IE in the country.
The implementation of inclusive education, however, is not possible without making it an agenda of Ministry of Education.
